When I login on myLittleAdmin I can add data to the database, so I would say the user has read / write rights. Some info: 2 sites are Umbraco 6.1.6 and 1 site Umbraco 7.1. It's running on .net framework 4.5.1 and I have CAS trust level set on Full.
