Then scroll down to "enable print cooling" it's in that option area. It'll be 7 options down if you select all the options to be shown. Otherwise you can also search for "Enable Print Cooling" to enable that option, and then search for "Regular Fan Speed at Layer".

By setting the initial fan speed to 0%, the printer will not turn on the cooling fan until the second or third layer(you can choose in the Cura Settings menu).
